Request for Expression of Interest – Net Neutrality Regulations

ECTEL seeks the services of a consultant that satisfies the qualifications outlined below to:

  1. Review the outcome of the public consultation on Net Neutrality, including ECTEL’s Determination Paper on Net Neutrality;
  2. Draft Net Neutrality Regulations for ECTEL Member States in conformity with the proposed draft Electronic Communications Bill, its accompanying regulations and new licensing framework;
  3. Conduct a public consultation on draft Net Neutrality Regulations in conformity with the public consultation process;
  4. Evaluate the responses received during the public consultation process and to prepare a determination paper;
  5. Finalize the Net Neutrality Regulations for the ECTEL Member States in conformity with the proposed draft Electronic Communications Bill, its accompanying regulations and new licensing framework; and
  6. Make presentations to stakeholders on ECTEL’s behalf on the Draft Net Neutrality Regulations, if deemed necessary.
