Broadcasters Must Embrace Convergence Says ECTEL

Castries, St. Lucia-Oct. 08th, 2015: Chairman of the Broadcasting Commission of Jamaica and Director of the Caribbean Institute of Media and Communication (CARIMAC), Professor Hopeton Dunn, will be the keynote speaker at a public forum scheduled for St. Kitts next week.

The October 15th event is among a series of events organized by the Eastern Caribbean Telecommunications Authority- ECTEL as it continues its 15th anniversary celebrations in St. Kitts and Nevis. These events will be taking place alongside the 32nd ECTEL Council of Ministers Meeting, also scheduled for Basseterre on October 15th. The public forum is scheduled for Thursday October 15th at 7.00 p.m. at the Clarence Fitzroy Bryant College, Cunningham Street, Basseterre. Responses to Professor Dunn’s keynote address will be
given by St. Lucia’s Minister with responsibility for Telecommunications Dr. James Fletcher and Principal of The IT Facility in St. Kitts, Russell Williams.

The following day, October 16th a Workshop on the “Regulatory Challenges for Broadcasting in the new Digital Environment” will be convened. The main resource persons will be Professor Hopeton Dunn, Director of CARIMAC, UWI, Director of Technical Services of ECTEL Mr. Andrew Millet and Chief Operating Officer of the Bureau of Telecommunications and Posts of St. Marten, Mr. Giovanni King. This event is being held in collaboration with the National Telecommunications Regulatory Commission (NTRC) of St. Kitts and Nevis, and the Caribbean Broadcasting Union (CBU).

The areas, which will be covered at the seminar include, frequency coordination in light of recent global development in spectrum reallocation, the management of spectrum in the Eastern Caribbean and current issues related to obligations of broadcasters to national and international regulations. The workshop will be held from 8.30 a.m. to 1.00 p.m. at the Conference Room of the NTRC in St. Kitts and Nevis and will be streamed live. On that day as well, ECTEL and the NTRC will host an Open Day in the Square in Basseterre. Personnel will be on hand to share information on the work and operations of both ECTEL and the NTRC. Information on some of the current issues in telecommunications such as over the top services, reporting complaints, quality of service, cyber bullying and the management of the radio spectrum among others, will also be shared with the public.
