The National Telecommunications Regulatory
Commission (NTRC), was established as the local
regulatory mechanism for the telecommunications
sector under the Telecommunications Act of 2000,
which came into effect on April 1st, 2001. The NTRC
was charged with the mandate to oversee the
development of the telecommunications sector in
Saint Lucia.
- NTRC Saint Lucia is headed by a compliment
of five (5) Commissioners, who were appointed by
the Minister with responsibility for
Telecommunications, as required under Section 8
(2) of the Telecommunications Act of 2000.
- The Telecommunications Act 2000 which came
into effect on April 1st, 2001, provides the
premise and the scope for management of the
telecommunications sector in St. Lucia.
The NTRC�s functions include but are not limited
to advising the Minister on the formulation of
national policy on telecommunications matters;
receiving and reviewing applications for licenses
and proposed interconnection agreements between
telecommunications providers and advising the
Minister accordingly; ensuring compliance with
standards, regulations and conditions attached to
licenses; management of radio frequency spectrum;
and investigating and resolving any dispute relating
to interconnections or sharing of infrastructure
between telecommunications providers; investigating
and resolving complaints.
Under section 13 (1) of the Telecommunications Act
of 2000, the Commission is empowered to do all thins
necessary or convenient to be done in connection
with its functions.
