The new draft Electronic Communications Bill was prepared by the Eastern Caribbean Telecommunications Authority (ECTEL) in response to the need for updating the legislation which established ECTEL and the National Telecommunications Regulatory Commission (NTRCs) in 2000.

The NTRCs were established in all the countries which are signatories to the ECTEL treaty – Dominica, Grenada, St. Kitts and Nevis, Saint Lucia, and St. Vincent and the Grenadines.

The main purposes of the Bill are to:

  • Reform telecommunications legislative;
  • Create an open competitive communications environment and;
  • Establish fair, independent and transparent regulator.

The draft Bill is available for public comments, discussions and recommendations and forms part of a wide range of awareness and consultative activities in all the ECTEL Member States. A discussion Board will soon be established to facilitate comments, ideas and suggestions.
